Voter and demographic data from state voter files

Updated

Carmena’s Overton builds its voter data from state voter files. Each voter record is linked to Census geography, so turnout and party can be broken down by the demographics of the precinct, county or district where voters live. Campaigns, parties, researchers and civic organisations can license it, as voter-level records or as counts by geography, for civic engagement and election purposes only.

States covered

  • Texas, Ohio, Maine, Nevada, Florida and Kansas: voter-level records from the state voter file.
  • North Carolina: the statewide registration file and the voter-history file.

Who can use it, and for what

We license voter data for civic engagement and election purposes: campaigns, voter contact and turnout work, polling samples and research. It is not available for commercial marketing. Each state sets terms for its voter file, and every licence carries those terms to the licensee.

Demographics by precinct, county or district

Because each record is linked to Census geography, a count such as early voters or registered Democrats can be set against the demographics of the precinct, county or district those voters live in.

How we use it on this site

We use these files for early-vote analysis by party and by new against habitual voters, published with our research. Party labels on the site say whether party comes from registration, primary history or a vendor’s model; the labels are explained on our Methodology page.

With a national voter file

Campaigns that buy national voter files from vendors such as L2 can use our data alongside them, or in place of them for the states we cover.

Live results and precinct returns are on Live election results API and Precinct-level election data. Free files behind our charts are on the Data page.

Licensing and access

The customer API and the voter data are available by arrangement. We do not publish prices. Non-profits and academic researchers can have access on request.
